FCIRWAIT

During CICS initialization, on a warm emergency restart, file control must wait for the recoverable file control environment to be rebuilt before programming any restart actions for recoverable files. DFHFCIR is the module that rebuilds the recoverable file control environment, and the file control initialization task waits on resource type FCIRWAIT.

Because this wait occurs during CICS initialization, you should not be able to se a task waiting on this resource.
